ZACC Arrests NetOne CEO Over Alleged 1.2 Million Fraud.

The Zimbabwe Anti-Corruption Commission (ZACC) has arrested NetOne Cellular (Pvt) Ltd Chief Executive Officer Raphael Mushanawani, on allegations of fraud involving more than US$1.2 million.

In a statement posted on their official X account, ZACC said Mushanawani allegedly engaged in unauthorized contracts and payments that contravened corporate governance procedures.

“Investigations revealed that in 2022, NetOne Cellular (Pvt) Ltd engaged Farevic Systems (Pvt) Ltd to replace the SAGE 1000 system with an Enterprise Resource Planning (ERP) system at a contract price of US$3.5 million,” ZACC said.

While the ERP project was still underway, Mushanawani, allegedly acting in common purpose with finance department official Christopher Muchechemera, engaged Lunartech Solutions (Pvt) Ltd to upgrade the SAGE 1000 system at a cost of US$257,600. According to ZACC, this was done “without the knowledge of the Executive Committee and the Board.”

The Commission further alleges that Mushanawani signed two addendums to the Lunartech contract, raising the cost of upgrading a system that was already earmarked for replacement to US$1.2 million.

“Additionally, the accused entered into another unapproved contract with Diztech (Pvt) Ltd at a cost of US$79,467 for consultancy and training services, despite these services being covered under the Farevic Systems contract,” ZACC noted.

Mushanawani is expected to appear before the Harare Magistrates Court today, 30 September 2025.
