Bulawayo, Zimbabwe – In a significant move toward establishing a transparent and inclusive framework for relocation, the community of Lubimbi convened a drafting meeting last week in Bulawayo to create a Model Relocation Policy. The meeting brought together key stakeholders, including local government expert Nketha Mangoye, Chief Bhidi, and representatives from Basilwizi Trust and the National Museum and Monuments of Zimbabwe, as well as several representatives from Lubimbi.

The session was led by Danisa Mudimba, Programs Manager for Basilwizi Trust, who emphasized the importance of community involvement in the policy-making process. “This policy will serve as a guideline to ensure that the rights and voices of the Lubimbi community are respected during any relocation processes,” Mudimba stated. “Our aim is to create a framework that not only protects the community but also promotes sustainable development.”

Nketha Mangoye, a former official of the Mangwe Rural District Council, highlighted the need for collaboration between local authorities and community members. “A well-structured relocation policy is essential, especially in areas that are prone to displacement due to environmental or developmental pressures,” she said. “By working together, we can ensure that the needs of the residents are prioritized.”

Representatives from Lubimbi voiced their concerns during the meeting, stressing that the most critical elements of any relocation process should be transparent and respectful consultation, along with fair compensation. “Before any relocation takes place, it is vital that we are fully consulted and compensated adequately,” one representative noted. “Our community must have a say in decisions that affect our lives and livelihoods.”

Chief Bhidi also voiced his support for the initiative, noting the historical significance of Lubimbi. “Our culture and traditions must be preserved, regardless of any relocation that might occur. This policy should reflect our values and ensure that our heritage is safeguarded,” he remarked. “It is crucial that the community is involved at every stage of this process.”

Representatives from the National Museum and Monuments of Zimbabwe stressed the importance of integrating cultural heritage considerations into the policy. “We must ensure that any relocation respects our historical sites and cultural landmarks,” said one representative. “The community’s identity should not be compromised in the name of development.”

The drafting meeting concluded with a commitment to further engage the community through workshops and consultations. Participants agreed that ongoing dialogue is vital for refining the policy and ensuring it meets the needs of all stakeholders.

As Lubimbi moves forward with this initiative, the collaborative efforts of local leaders, organizations, and the community signal a proactive approach to addressing future relocation challenges. The Model Relocation Policy aims to serve as a benchmark not only for Lubimbi but for other communities facing similar issues across Zimbabwe.

In the words of Danisa Mudimba, “This is just the beginning. Our goal is to empower the community and ensure that they have a say in their future.”
