Rehab Centre Owner Accused of Rape, Assault Remains at Large

Police in Bulawayo are investigating multiple allegations of abuse involving a 46-year-old man accused of sexually and physically assaulting residents at a private rehabilitation centre he owned in the Emganwini suburb.
In a statement, Bulawayo provincial police confirmed that the suspect, identified as Norris Pikanegore, is facing two counts of indecent assault, rape, and several counts of physical assault involving complainants aged between 17 and 47.
According to police, the alleged incidents occurred throughout April 2026 at a drug and alcohol rehabilitation facility operated by the suspect. The complainants, who were admitted as residents at the centre, reported repeated abuse. Authorities allege that the suspect indecently assaulted some individuals while physically assaulting others with a button stick, and issued threats to prevent disclosure.
The matter came to light after police initiated a search for the suspect in connection with a previously reported rape case. Investigators later traced him to a house in Cowdray Park suburb, where the rehabilitation centre’s residents had reportedly been relocated from Emganwini.
“Upon interviewing the inmates to establish any possible abuses and violations, the complainants disclosed the matter,” said Acting Inspector Thandekile Ndlovu, Deputy Spokesperson for Bulawayo Province.
Meanwhile, Honourable Bajila condemned the alleged abuses and called for reforms in the rehabilitation sector.
“This is a deeply disturbing case that exposes serious gaps in the oversight of rehabilitation centres. Government must ensure that more centres are established and that social workers conduct routine inspections at all facilities, whether privately run or state-owned, to protect vulnerable individuals,” said Bajila.
Police have intensified efforts to locate and arrest the suspect, who remains at large. Members of the public with information that may assist in his arrest are urged to contact ZRP Nkulumane on 0292-496756 or report to the nearest police station.
The case has raised concerns regarding the regulation and oversight of private rehabilitation centres, with increased calls for stricter monitoring to safeguard individuals receiving treatment.
