Government Gazettes New Vehicle Registration and Licensing Fees

The government has introduced new vehicle registration and licensing fees following the publication of Statutory Instrument 10 of 2026, titled Vehicle Registration and Licensing (Amendment) Regulations, 2026.
The regulations were issued through the Minister of Transport and Infrastructural Development “in terms of section 52 of the Vehicle Registration and Licensing Act [Chapter 13:14].”
The statutory instrument repeals Part I of the Third Schedule to the Vehicle Registration and Licensing Regulations of 1999 and replaces it with a revised fee structure. “Part I of the Third Schedule… is repealed and the following is substituted,” according to the gazette.
Under the new fees, first-time registration for motor vehicles, motorcycles, and trailers has been set at US$50 each. The cost of changing ownership for a motor vehicle will now be US$95 when new plates are required, and US$15 when existing plates are retained.
Motorists changing ownership of motorcycles or trailers will pay US$85 if new plates are issued, while retaining plates will cost US$15.
The replacement of lost public service vehicle (PSV) number plates has been set at US$85 for motor vehicles and US$80 for trailers. A duplicate third plate will cost US$35.
The gazette also introduces high fees for personalised number plates. Personalised plates for vehicles with engine capacity up to 1 500cc will cost US$2 500, while those above 1 500cc will attract a fee of US$5 000.
Other charges include US$50 for a garage plate, US$50 for a garage licence, and US$50 for an abnormal load plate (AVR).
