BVTO Welcome Government Review of Livestock and Dairy Business Regulations

The Bulawayo Vendors and Traders Organization (BVTO) has welcomed  government’s review of business regulations for the livestock, dairy farming, and stockfeed sub-sectors, calling it a “progressive step” that will benefit smallholder farmers.

The review forms part of a broader regulatory reform under the Ministry of Finance, Economic Development and Investment Promotion, aimed at easing the cost of doing business and reducing regulatory burdens across the agriculture sector. The reforms include simplifying compliance (removing duplication and overlap), lowering permit and registration fees, and aligning regulatory processes.

“We appreciate the government’s efforts to review business regulations for livestock and dairy farming,” said Micheal Ndiweni, BVTO Director. “This is a very progressive move and indeed a shot in the arm for small holders farmers that we work with in promoting viable agro-enterprises.”

BVTO singled out the current shop licensing regime as a major obstacle for micro, small, and medium enterprises (MSMEs). “The fees due for temporary shop licenses are rather exorbitant though the temporary license expires after only three months,” Ndiweni said. “We pray that the government also considers looking into the broader shop licensing regime that still stands as a stumbling block for the growth of MSMEs.”

Ndiweni emphasized MSMEs’ importance to the national economy, pointing out they contribute at least 60% of GDP and employ 4.8 million people full-time. “Review of these reforms would be highly advantageous towards the imminent formalisation and recognition of the MSMEs sector thereto towards the national sustainable and economic growth,” he said.

He also commended the government’s use of national policies, infrastructure investment, and financial support. “The government’s current application of national policies, infrastructure investments, and financial support is greatly appreciated as an enabler for MSMEs to thrive despite economic challenges,” Ndiweni added.
